Volunteers are the lifeblood of Scouting America.


There are hundreds of adult volunteers supported by a small number of Mountaineer Area Council staff.

The Council is led by a KEY 3 consisting of the Council President as lead volunteer for governance and operations, the Council Commissioner providing support to all Scouting America units in throughout the territory, and the Scout Executive as the CEO for the local organization.

The EXECUTIVE BOARD is the functioning governing group elected to take the necessary action to achieve the purposes of Scouting America and the Mountaineer Area Council. It establishes the council program and carries out the resolutions, policies, and activities voted on by the Council. It determines policy for the Council in accordance with its delegated authority, and within the context of the Charter and Bylaws and the Rules and Regulations of Scouting America. The board protects the long-range future of Scouting in the community.

The ADVISORY COUNCIL provides guidance to the responsibilities of the executive board and assistance with community relationships and donor cultivation.

COUNCIL MEMBERS AT LARGE have an active leadership role in council operations in a particular area of responsibility.
